According to the Oct 2, 1927 Oregonian Newspaper of Portland, Oregon, "Leading officials of the state participated in the celebration."

L. S. Tubbs of Portland, OR was the resident engineer on the project. Possibly he could be in the photograph.

One thing for certain. "Harry" is in the photo. He's part of the band. No idea who Harry might be.
