Since the car is on private right of way with overhead wiring, The car is inbound to Washington from Glen Echo, MD
Streetcar 654
This is a nice photo, but it is NOT Washington DC. NONE of the streetcar companies had cars of that type with number 654. It appears to be a Pittsburgh Railway [or predessor] car head to Washington PA. The two gentlemen ARE the motorman and conductor, not maybe.
