If memory serves, this was also the Sheriffs department for a long while and county lock up.

I am so sorry it took so long to reply to you. I was just cleaning out some old emails and found your request.
The Delaware County Historical Society is a wealth of info. I will be living in Delaware all summer. You can send them a request for info through their website. If you have any problems, email me at firstname.lastname@example.org and I will see what I can find. I will be unpacking and set up my place to live, but will probably be at their offices a couple of times over the summer.
I am sure you are aware that the home is no longer there. If was torn down. I remember the building well as it was down the street from my Grandparents' house. My mother took me there when I was little to take some clothes. I was born in 1950.
