Unknown Woman in Walter Cyphert's Photo Collection
I now believe this is a photo of Mary Magdalene Aaron, 1846-1913, daughter of Thomas Aaron and Sarah Jane Osborn. She married John Ruffner in 1868. She was a 2nd cousin once removed of Walter Cyphert.

The style of her clothing and hair is earlier than 1870-1875. It seems to be from the 1860s, which would be consistent if it's the person you think it is. See "Victorian Costume for Ladies" by Linda Setnik for more.
