Bert J. Ross was the manager of the New Castle works of the American Sheet and Tin Plate Company. He was born in New Castle, Lawrence County, on 5 Aug 1873, the son of J. Calvin and Viney Eaton Ross.
He married Maud A. Phillips, daughter of John T. Phillips. They became the parents of five children: Ruth, Sara, Martha, John and David.
