Fourth young man from the right is my father Joseph "Joe" Newton Webb.
Joseph Newton Webb graduated from graduated from Shippenville High School on May 29, 1930, so the photo would have been taken sometime between 1927-1930. On the back of the photo it says to ship the plates to Elizabeth Holt, Shippenville High School.
