Probably part of Webb or Johnson family of Clarion Co., PA.
My grandparents were Samuel & Gertrude Thorne Webb who lived at Kossuth, PA. After Gertrude died in 1940 the photos went to my Uncle Walter Webb who was married to Helen Mable Johnson so it's possible that the photo is from the Webb or Johnson side.
